At Fb, I asked the city's social media contractor whether "The Mayor's Minute" was intended to replace "New Albany Now" on the YouTube hit parade.
Came the answer:

Yeah, I've been to Disney World and saw Ben Franklin(among others). While it was pretty cool, I didn't for a minute think he(they)were real.
I need a handshake for proof.
One more thought. Could be AC in drag.
I was expecting Mike Hall, with the filming taking place at the city council lectern.
You should film Spring Street (in the vicinity we live in) for 1 minute and see if they'll show that on the Mayor's Minute.
But do it on a Monday morning so everyone can hear all the roars.
