Whoever can should seize control from the council now. And as much as I dislike the way the state and financiers often do business, that's saying a lot.

Shock therapy, bluegill? I found myself musing about that very thing tonight, wondering if that's what Mr. Skomp was thinking as he drove home to Indy.

The CPA had to be imagining scenarios from fantasy about offers of [fill in the blank] that were turned down.

My 10-year-old niece was offered a $100 bill at Christmas if she'd give up her laboriously collected $92 in ones. Even she knew to take the deal.

Not so much therapeutic, just pragmatic. The council has proven itself both unwilling and incapable of being responsible for the utility and of ceding that responsibility to others. It's time to take it from them through whatever legal means are available.
